IT Governance & Controls (Manager / Member)
Background
With the rapid evolution of the crypto asset industry and accelerating global expansion, bitFlyer regards improving system reliability and advancing IT governance and system risk management as key management priorities. To meet the high governance standards required of a financial institution while building a control framework compatible with business growth, we are strengthening our IT controls team. In this position, you will be responsible for establishing and operating IT governance and for the practical work of system risk management. We are looking for someone who can work with development, operations, and other related departments to strengthen controls across the organization.
Responsibilities
Planning, driving, and tracking IT governance / IT control strategy
Overseeing system risk management and information security, including reporting to management and supporting decision-making
Overseeing system change management and incident management processes, directing responses to major incidents, and planning and executing measures to prevent recurrence
Coordinating IT controls and system risk management with global group companies
Planning and running governance bodies such as the information security subcommittee
Maintaining, operating, and continuously enhancing the internal rules under your remit
Handling external audits by the Financial Services Agency, external auditors, and others (negotiation and coordination) and driving responses to findings
Managing the team, developing members, and building and strengthening the execution structure
Scope of change in duties: After joining, you may be reassigned to any duties designated by the company.
- Required Skills & Experience
■Japanese (native level)
■Hands-on experience in IT controls, system risk management, or information security (3+ years)- Preferred Skills & Experience
■English (business level)
■Knowledge of guidelines such as the FSA supervisory guidelines and FISC security standards
■Understanding of financial laws and regulations (Companies Act, Financial Instruments and Exchange Act, Payment Services Act, etc.)
■Knowledge of information security frameworks such as the Act on the Protection of Personal Information, ISMS, and PrivacyMark
■Hands-on experience as an engineer
■Any of the following certifications: CISA, CISM, CISSP, CIA, Systems Auditor, or Registered Information Security Specialist- Who We Are Looking For

- Salary
■Expected annual salary: ¥6,000,000–¥12,000,000
※Includes a fixed overtime allowance for 45 hours per month
※Determined based on experience, skills, and most recent annual compensation
■Monthly salary breakdown
Base salary: ¥369,800–¥739,800
Fixed overtime allowance: ¥130,200–¥260,200 (for 45 hours)
※If fixed overtime hours are exceeded, additional premium pay is provided for overtime, late-night, and holiday work
※Performance-based bonuses are paid separately- Working Hours
■Employment type: Full-time (no fixed term)
■Probation period: 6 months (no change in working conditions during probation)
■Working hours: 9:00–18:00 (flextime system; core time 10:00–16:00)
■Break: 60 minutes (provided during working hours)
